LAREDO, Texas — Long lines began forming at the International Bridge as shoppers and visitors entered the United States for the first time in nearly 18 months as the ban on non-essential travel at land borders ended Monday. The non-immigrant visa holders moved into the downtown area to shop and visit relatives.
